About Us:

The UGC-Human Resource Development Centre (UGC-HRDC) (formerly UGC-Academic Staff College) Bangalore University, Bengaluru was established on 11th August 2000 under Ninth Plan period. It was formally inaugurated by Prof. Hari Goutham, Chairman, UGC, New Delhi. The HRDC was earlier located in the heritage building of Old Physics Block at the nationally famous Central College Campus, Bangalore University and has been shifted to new building at Jnana Bharathi Campus recently. The objective of the HRDC is to cater to the needs of the teachers/ principals, research scholars/non-academic staff and to enhance their knowledge/skills through systematic course work and methodologies. Besides, it also focuses on different modes of approach in order to meet the challenges of life, to become not merely a trained professional but also a better citizen.

The HRDC is organizing Orientation programmes and Refresher Courses on thrust areas for in service teachers and also for newly appointed teaching faculty on a regular basis. Besides, the HRDC is conducting Workshops for College Principals, short term programmes for Research Scholars, Non-Academic Staff of the universities, and Interaction Programmes for Post Doctoral Research scholars. The HRDC has so far conducted 49 Orientation Programmes and 130 Refresher courses and 3 Principal Workshops and 4 other workshops in various faculties of Arts, Science, Commerce and Management, Education and Law. So far a total of about 5750 teacher participants and 125 Principals have attended the said courses.

 Aims and objectives:

  1. To organize specially designed Orientation Programmes (OPs) in pedagogy, educational psychology and philosophy, and socio-economic and political concerns for all new entrants at the level of Assistant Professor.
  2. To organize advanced level and more discipline oriented Refresher Courses (RCs), for capacity enhancement and continuous knowledge up-gradation and exposure to emerging developments of faculty involved in teaching in institutions of higher education;
  3. To ensure that every teacher in higher education system of our country is exposed to an OP and a RC at least once during the first three to five years; of his/her career.
  4. To organize specially designed OPs/RCs to enable the faculty involved in teaching and research in institutions of higher education to utilize fast growing Information and Communication Technology support to teaching and research;


  • Smart Classrooms: UGC-HRDC has sophisticated two classrooms with all necessary facilities required for effective classroom teaching. The lecture Halls are equipped with Computers, LCD Projectors, Audio-Visual Systems with UPS and Internet connections.  The establishment of a new Smart Classroom is under process.
  •  ICT: UGC-HRDC has very good Information and Communication Technology facilities along with Computer Laboratory. It is housed with about 30 Computers to cater the needs of participants attending to all the courses in order to update their knowledge pertaining to computer applications and ICT. All computers are connected with Wi-Fi internet facility and installed with necessary software.
  • Hostel/Guest House: UGC-HRDC has newly constructed Guest House for accommodating Outstation Resource Persons and Participants attending Courses.
  • Library: The Library of HRDC has good number of reference books pertaining to higher education, educational skills and other areas. Besides, news papers, videos on higher education, study materials, seminar reports, lesson plans, group discussion handouts and study trip reports submitted by the participants. It is also connected to the Central Library of Bangalore University to use varieties of Web Resources available.
  • Multipurpose Halls: The Lecture Halls of HRDC are so equipped being utilized for multipurpose such as for Inaugural/Valedictory functions, Seminar presentations, Group Discussions, Team Teaching, Cooperative learning etc for participants during the course period.

Best Practices Adopted

The objectives and methodologies being practiced in the said programmes on par with UGC guidelines and Advisory committee/Local Programme Planning and Management Committee (LPPMC) are mentioned below.

Orientation Programmes (OPs) are mainly focused on the themes such as Quality Assessment in higher education, value based education, moral and ethical dimensions in education and creativity to reorient the teachers on goals of higher education, pedagogy, educational psychology and philosophy, and socio-economic and political concerns for all new entrants. However, the Refresher Courses are framed for capacity enhancement and continuous knowledge updating and exposure to emerging developments in the field, senior faculty from higher education institutions involved in teaching. Besides, to enable the faculty involved in teaching and research in institutions of higher education to utilize fast growing Information and Communication Technology support in teaching and research.

Innovative Methods adopted

 a) Learning Scenario: The innovative methods followed in learning are in the area of Creativity, problem solving, analyses and evaluations, lectures-cum-demonstrations, video/television lessons, audio-visual presentation, teaching gadgets like: OHP, LCD, slide projectors, educational filmstrips, preparation of resource material for classroom teaching and problem solving techniques, brain buzzing, role playing, co-operative learning, team teaching and study trip. HRDC arranges study trip to renowned institutions/knowledge centre as a part of course work in order to interact with scientists, professionals, teachers and administrators. Besides, to understand their activities in practical environment.

b) Preparation of study material for teachers participants: The study material was prepared from (1) Articles from the Resource Persons, Teacher Participants and reputed Books & Journals

c) Teaching methods adopted: Lectures-cum-Demonstrations and brainstorming sessions were implemented. Besides, participants knowledge being shared through seminars, group discussion/Micro-teaching/panel Discussion, project preparation, study-cum-field trip, assignments, workshops and PowerPoint presentation.

d) Steps adopted for the quality enhancement of the courses: Feedback from the participants/Resource Persons, experts invited to core committee and the members of the Academic Advisory Committee/Local Programme Planning and Management Committee (LPPMC).

Further as faculty development/training is confronted with innumerable challenges and the HRDC humbly strive and dedicate themselves for the noble cause of teacher education. Considering global competition and foreign forces to reorient the teachers towards educational policies, priorities and programme polemics in the academic environment is HRDCs primary motto.

Special Courses Conducted:

UGC-HRDC has conducted need Based Refresher Course in Human Rights (MD), Winter and Summer Schools (MD) on specialized themes for the teachers from Science, Social Science and Humanities disciplines.  The Centre has also conducted one week Faculty Development Programme for the teachers from all disciplines.

Outcome parameters laid down

The HRDC is always in constant touch with the academic administrators (Principals/Directors/Registrars/Deans etc) to seek the feedback of the participants who attended OP/RC/STC etc to know the improvements in professional skills.  Most of them have expressed their satisfaction on professional improvement of the stakeholders.
